The world's economy is changing.  Globalization means jobs and people move from country to country, while computers and advanced communications are changing the way business works.  Today, the value of skilled, complex, and creative work is growing fast.  As a result, economic success for countries and individuals relies increasingly on human capital - our knowledge, skills learning, talents, and abilities.  How can societies raise human capital and ensure everyone receives the education they need at every stage of life, from early childhood to adulthood?
